Banks’ Collaboration

For the duration of the program, the Department of Agriculture will streamline the opening of group bank accounts, credit linkage, fund flow, monitoring, and other program-related procedures by signing a memorandum of understanding (MOU) with any banks interested in participating. The following provisions must be included in MOUs with financial institutions:

  • Only financial institutions that have signed the agreement should be able to participate in the initiative.
  • Interest rates on loans up to the amount of the released subsidy are prohibited by law for the banks. The MOUs that must be executed with different financial institutions must have these clauses.
  • On loans totaling the released subsidy, banks are not permitted to charge interest.

Eligibility Criteria

  • Applicant must be a permanent citizen of Assam State.
  • The applicant should be a farmer by profession.
  • The Assam Tractor Scheme is not open to the general public. It is achievable for eight to ten persons in their respective professions who reside in the same village.
  • The group must open a joint bank account and submit an application with the signatures of all members to be eligible for the tractor program; ideally, this should happen in tandem with the cultivation of land and crops.
  • Having more than one member of the same family in the application group is not allowed.

Assam Tractor Distribution Scheme Application Procedure

The application process for the tractor subsidy scheme is given below:-

  • The applicant group must send the application to the District Agriculture Officer in the manner required by that officer, who will subsequently deliver it to the DLC.
  • Next, with a waiting list of at least 10% of the total cost of the tractor unit in the group’s bank account at the relevant branch, DLC will select one eligible group per town.
  • The Member Secretary will disseminate the names of the selected groups following the DLC’s legally binding decision on the applications and groupings.
  • The application will thereafter be available for submission by the applicant organization to the District Agriculture Officer in the prescribed way, after which the District Agriculture Officer will forward it to the DLC.
