Objective

The National Livestock Mission’s primary goal is to create jobs by fostering entrepreneurship in the small ruminant, poultry, piggery, and fodder industries. Through breed development, the initiative aims to increase production per animal. In addition, there will be a rise in the production of meat, eggs, goat milk, wool, and fodder. Additionally, this plan will guarantee feed and fodder supplies, significantly lowering demand. Encouraging the installation of fodder processing plants will help close the gap between supply and demand. Farmers will have access to livestock insurance as part of the risk management strategies. National Livestock Mission Design

Sub mission on breed development of livestock and poultry:-

By offering incentives to individuals, FPOS, FCO, JLGS, SHG, section 8 companies, and the state government to improve the breed for future infrastructure, this mission in the poultry, sheep, goat, and piggery sectors will sharply focus on entrepreneurship development and breed improvement.

Sub mission on feed and fodder development:-

The purpose of this submission is to fortify the fodder seed supply chain in order to increase the availability of certified fodder seed, which is necessary for the production of fodder, and to incentivize entrepreneurs to create fodder units.

Sub mission on innovation and extension:-

The primary goals of this mission are to encourage research and development activities connected to the sheep, goat, pig, feed, and fodder sectors, as well as extension work, livestock insurance, and innovation, at institutions, universities, and organizations. For this task, the government will offer incentives.

Financial Aspect

A 50% capital subsidy is available through the National Livestock Mission to support the creation of rural poultry farms. These farms can comprise a hatchery and brooder/mother unit, a pig breeding farm, a sheep or goat breeding farm, a fodder value addition unit, and a storage unit. The maximum amount of subsidies for various components ranges from Rs 25 lakh to Rs 50 lakh. The following are the cap on subsidies for certain projects:

  • Poultry project- Rs 25 lakh
  • Sheep and goat- Rs 50 lakh
  • Pig- Rs 30 lakh
  • Fodder- Rs 50 lakh

The applicant will arrange bank loans or financial institution loans to cover the remaining project cost. This strategy will deliver the subsidy money in equal installments. The project will commence with the release of the first installment, which will be followed by the release of the second installment upon project completion and proper verification by the state implementing agency.

Implementing Agency

  • The State Animal Husbandry Department formed the State Implementation Agency, which is the implementing agency for the National Livestock Mission.
  • Either the state animal husbandry department must create the state implementing agency or it must identify the agency that is currently in place to carry out the national livestock mission.
  • Notification of the state implementing agency to the Department of Animal Husbandry and Dairying must come from the state government.
  • The state implementing agency will be the conduit for the central share.

Eligibility Criteria

  • The applicant must be qualified to manage and oversee the project, possess adequate skills in the relevant field, be a trained expert, or have a technical expert with the necessary experience in the relevant sector.
  • The candidate has to have the necessary KYC documentation.
  • When establishing a project, entrepreneurs or other qualified companies should either own the land or lease it.
  • The applicant has been granted a sanctioned loan for the project by a bank or financial institution, and they have provided a bank guarantee from a scheduled bank and the bank where they currently have an account has approved the project for validity.
