  • Sikkim Garib Awas Yojana was launched by the chief minister of Sikkim Shri Prem Singh Tamang on 8 October 2020.
  • SGAY is a flagship Sikkim Housing Scheme launched to provide a roof over the head of poor people.
  • This is a state-sponsored scheme, under this scheme, the government of Sikkim will provide the pucca houses to the people of the Sikkim.
  • The house will have facilities like a living room, 2-bed room, kitchen, toilet, TV, and furniture (one sofa set, one canter table, two cupboards, two single beds, and one double bed).
  • The Urban Development Department of the Government of Sikkim will be responsible for the implementation of this scheme.

Objective Of Sikkim Urban Garib Awas Yojana

  • The objective of Sikkim Urban Garib Awas Yojana( Sikkim Housing Scheme) is to provide pucca houses to the urban poor people.
  • To eliminate the Kucha house so that they can live in any kind of weather and provide financial assistance to upgrade the house.
  • To provide shelters to the houseless poor people of Sikkim.

Key Points and Benefits Of Sikkim Urban Garib Awas Yojana

  • The Sikkim Housing Scheme or the Sikkim Urban Garib Awas Yojana was started by the chief minister of Sikkim Shri Prem Singh Tamang on 8 October 2020.
  • The first phase of this scheme will be implemented from 2021- 2025.
  • The government will build a pucca house in urban as well as rural areas to eliminate the Kucha house in the state.
  • Sikkim Urban Garib Awas Yojana scheme will be implemented through 4 vertical names Individual House Construction (IHC), Social Housing Flats (SHF), Standalone Flats (SF), and Shelter for Houseless Households (SHH).
  • Around 100 houses have been allocated in 32 districts till date.
  • 2100 Sikkim Garib Awas Yojana houses have been completed.

Eligibility Criteria 

The eligibility criteria to apply for Sikkim Garib Awas Yojana are:

  • A beneficiary family means the father, mother, and their minor children and includes major children living jointly with the parents as defined in The Sikkim Allotment of House Sites and Construction of Building (Regulation and Control) Act, 1985.
  • The beneficiary should be an SSC/COI/RC holder.
  • The beneficiary should not own a pucca house in her/his name in any part of India.
  • The beneficiary should not have taken the benefit of any other housing scheme.
  • The annual income of the beneficiary should be less than Rs 6,00,000.
  • Persons who have government employees in their families will not be eligible for this scheme.
  • The beneficiary is required to submit a self-declaration affidavit before a licensed Oath Commissioner declaring his/her eligibility to receive benefits under the housing scheme. Any declaration in the affidavit found to be false will attract penal provisions prescribed by law and all such benefits availed under the housing scheme will be forfeited.

Beneficiary Selection Process And Approval Process

  • A State Level Approval and Monitoring Committee comprising of the
    following members shall be notified by the Government to approve the list of beneficiaries recommended by the Municipal Level Screening Committee.
    1. Minister in Charge, Urban Development Department Chairperson
    2. The Respective Member of Legislative Assembly of Assembly Constituencies containing municipal wardsMembers.
    3. Secretary, Urban Development Department Member Secretary.
  • Terms of Reference for State-Level Approval and Monitoring
    The committee should be mentioned in the notification.
  • A Municipal-level screening committee members will be notified by the Government to screen and select Beneficiaries related to this housing scheme.
    1. Mayor/ Chairman/ President – Chairperson
    2. Dy. Mayor/ Vice-Chairman/ Vice President – Vice Chairperson
    3. All Councillors of respective ULBs – Members
    4. Town Planner/ Assistant Town Planner – Members
    5. Divisional Engineer/ Assistant Engineer – Members
    6. Municipal Commissioner/ Municipal Executive Officer – Member Secretary
  • The terms of reference of the city-level committee should be written in the notification.
  • Member Secretary can co-opt any officer from his office, whose presence is necessary for the beneficiary selection process, as a member of the city-level committee.
  • The final list of identified beneficiaries is to be channelized through the Special Secretary, UDD, and Joint Secretary (S/W), UDD for approval of the State Level Approval and Monitoring Committee.
  • A District Level Monitoring Team consisting of the following members will be notified to monitor and ensure that the work is being executed as per the guidelines laid down by the Government.
    1. Additional Chief Engineer, Urban Development Department – Team Leader.
    2. Joint Secretary, Urban Development Department – Member.
    3. Town Planner, Urban Development Department – Member.

Implementation Methodology

The Sikkim Garib Awas Yojana housing scheme will be implemented through four verticals namely:

  1. Individual House Construction (IHC).
  2. Social Housing Flats (SHF).
  3. Standalone Flats (SF).
  4. Shelter for Houseless Households (SHH).

Individual House Construction(IHC)

  • The government will build all-weather housing for the selected beneficiaries through their contractor selected after the transparent bidding process.
  • The beneficiary should have private land in the municipality area and suitable for the construction of the house should be free from all loads.
  • The ownership of the land should be in the name of the beneficiary. entered as a primary holder or secondary holder on a long-term lease as per extant laws.
  • The house will be constructed incorporating the COVID-19 design parameters as per the house design and set standards approved by the State Government.
  • A pre-approved blueprint plan of the house will be handed over to the beneficiary at the time of handing over the completed house.
  • The beneficiary cannot rent or sell the house to any third party, the house can only pass to their legal heirs.
  • Any vertical or horizontal addition to a house constructed as a measure of incremental housing should be done by the structural design of the house after obtaining permission from the government.

Social Housing Flat

  • The government will construct the group housing flats on government land and the contractor will be selected through a transparent bidding process.
  • Apart from the SSC/COI/RC holder, there should also be a beneficiary Voter of the specific municipal area in which group housing Apartments will be built.
  • The apartment will be constructed as per the approved design and Standards set by the government incorporating COVID-19 design parameters.
  • Beneficiaries will not be allowed to change or modify the design of the housing flats without the prior permission of the Government.
  • The flats to the beneficiaries will be allotted on a long-term lease by the extant law and such charges as prescribed by the Government.
  • The beneficiary cannot rent or sell the house to any third party, the house can only pass to their legal heirs.
  • A Resident Welfare Association (RWA) will be formed for each cluster of housing complexes as per rules framed by the state government.
  • The RWA shall be registered as a co-operative society with the Department of Cooperation within 1 (one) year of possession of the housing premises.
  • All revenue earned by way of rental of commercial spaces, rent of a multipurpose hall, parking charges, and other charges levied within the group housing complex will be credited to a joint account operated by the Secretary, of Urban Development, Government of Sikkim, and the President. Resident Welfare Association This revenue will be used for the maintenance and repair of the group accommodation.

Standalone Flat

  • The government will construct the standalone flat on government land and the contractor will be selected through a transparent bidding process.
  • Apart from the SSC/COI/RC holder, there should also be a beneficiary Voter of the specific municipal area in which standalone housing Apartments will be built.
  • The apartment will be constructed as per the approved design and Standards set by the government incorporating COVID-19 design parameters.
  • Beneficiaries will not be allowed to change or modify the design of the housing flats without the prior permission of the Government.
  • The flats to the beneficiaries will be allotted on a long-term lease by the extant law and such charges as prescribed by the Government.
  • The beneficiary cannot rent or sell the house to any third party, the house can only pass to their legal heirs.

Shelter For Houseless Household

  • A single building will be constructed by the government that may or may not be part of a group housing complex that will be used as a shelter for homeless families.
  • As it is a shelter, not a home there will be no individual beneficiary as it will act as a shelter to accommodate all such persons under the homeless household category.
  • The shelter will be designed to accommodate male and female
    Member, food facility, and such other facilities as may be prescribed by the State Government/Central Government.
