Bina Mulya Samajik Suraksha Yojana

In 2017 the government of West bengal started the Bina Mulya Samajik Suraksha Yojana for the unorganized workers of West Bengal. The scheme covers construction and transport workers along with unorganized industry and self-employed as notified by the Labor Department, Government of West Bengal. This scheme is started with the objective of integrating various schemes and providing uniform benefits to all unorganized workers to help them face every emergency of life. When the scheme was started initially the beneficiary has to pay Rs 25 a month towards the provident fund. On 1st April 2020, the government decided to waive-off this monthly contribution. The state government will bear that amount.

Objectives Of Bina Mulya Samajik Suraksha Yojana

The objectives of WB Bina Mulya Samajik Suraksha Yojana are:

  • To improve the living standard of unorganized workers and make them self-dependent.
  • To provide benefits of various government schemes equitably among the unorganized sector by integrating the schemes.

Key Points & Benefits Of Bina Mulya Samajik Suraksha Yojana

  • In 2017, the West Bengal government has launched a Bina Mulya Samajik Suraksha Yojana.
  • Through this scheme, different types of schemes launched for the unorganized sector are integrated so that uniformity of benefits is maintained.
  • The scheme covers construction and transport workers along with unorganized industry and self-employed as notified by the Labor Department, Government of West Bengal.
  • To avail the advantage of this scheme, the beneficiary is required to contribute Rs 25 per month to the provident fund.
  • On 1st April 2020, the government decided to waive this monthly contribution. The state government will bear that amount.
  • With the implementation of this scheme, the unorganized sector workers will become self-dependent and their social and living conditions will be improved.

Benefits Under Bina Mulya Samajik Suraksha Yojana

Provident Fund

  • All eligible employees are required to contribute Rs 25 per month to the Provident Fund.
  • The state government will also give an equal grant of Rs 30 in lieu of workers’ contribution.
  • The State Government will bear the interest payable annually on the amount deposited under the General Provident Fund at the rate of interest approved by the Government from time to time.
  • If the beneficiary attains the age of 60 years or ceases to be a subscriber under the scheme or the account becomes inoperative due to death, the total cumulative amount along with interest will be returned to the workers or their nominees.
  • If the beneficiary does not make any contribution continuously for 3 financial years then the beneficiary account will be closed.
  • Such an account can be revived by the Assistant Labor Commissioner on the application made by the customers stating the reason for such non-payment.
  • No arrears of contribution will be allowed

Health And Family Welfare

  • Under the West Bengal Health Scheme, Rs 20000 will be provided per year to the beneficiary or family members for alignment which requires hospitalization or outdoor treatment. Benefits will be provided under this scheme:-
    1. The full cost for the clinical test.
    2. The full cost of medicine.
    3. The full cost of hospitalization.
    4. For loss of employment to the beneficiaries, payment at the rate of Rs 1000 for the first five days and an additional amount of Rs 100 per day for the remaining days, up to a maximum of Rs 10,000.
  • Claims of beneficiaries and family members will be accepted more than once in a year.
  • The beneficiary or his family members are entitled to get financial assistance of up to Rs.60000 per year for any type of surgery. This assistance will be provided:-
    1. The full cost for the clinical test.
    2. The full cost of medicine.
    3. The full cost of hospitalization.
    4. For loss of employment to the beneficiaries, payment at the rate of Rs 1000 for the first five days and an additional amount of Rs 100 per day for the remaining days, up to a maximum of Rs 10,000.

Death And Disability

  • If the beneficiary dies due to an accident then assistance of Rs 200000 will be provided to the nominee.
  • Rs 50000 will be provided to the nominee in case of the normal death of the beneficiary.
  • If the beneficiary undergoes 40% or more disability then Rs.50000 will be provided to the beneficiary.
  • In case of total and irrecoverable loss of both eyes or loss of both hands or feet or loss of sight of one eye or loss of use of hand or foot Rs 200000 will be provided.
  • In case of total and irrecoverable loss of sight of one eye or loss of use of one hand or foot Rs 100000 will be provided.

Education

  • The financial assistance for education to the children of the beneficiaries will be provided as per the following categories:-
    1. Rs 4000 per annum to the students studying in class 11th.
    2. Rs 5000 per annum to the students studying in class 12.
    3. Under training ITI- Rs 6000 p.a
    4. Rs 6000 p.a to the undergraduate students.
    5. Rs 10000 p.a to the postgraduate students.
    6. Reading at polytechnic- Rs 10000 p.a
    7. Mechanical/engineering- Rs 30000 p.a
  • Under this scheme, if the girl child completes graduation or equivalent skill development, financial assistance of Rs 25,000 will be provided.
  • This financial assistance will be provided only for two daughters. Financial assistance will be admissible only if the girl child remains unmarried till the completion of her studies.
  • The above benefits will not be admissible to those students who are eligible to get benefits under Swami Vivekananda Merit Cum Means Scholarship Scheme.
  • The benefits of this scheme will be provided to all those students who were studying in the recognized educational institutions of the State Government, Central Government, or any institution created by the Government.
  • All the students covered under this scheme are not eligible to avail of any other scholarship scheme of the government

Training In Safety And Skill Development

  • Workers will be given training in safety and skill development through the Paschim Banga Society for skill development.
  • The training will follow the cost and other common norms that have been finalized for skill development interventions in the state.
  • Funds for this training will be arranged from the construction labor cess for the skill development of construction workers and their families, the transport cess for the skill development of transport workers and their family members, and the budget of the State Labor Department for the skill development of notified workers. and members of organized industry and self-employment businesses and their families.
  • Grant-in-aid/funds will also be made available by the appropriate authorities of the Labor Department.

Maintenance of Account And Audit

  • All the expenses for the scheme’s administration will be borne by the State Government, including the cost of various forms, stationery, bank service charges, etc.
  • Under the scheme, all grants received from the state government, central government, or the beneficiary will be deposited in the fund.
  • Board is required to maintain separate accounts for the purpose of the scheme and get them audited by the auditor.
  • An annual report regarding the performance of this scheme is required to be sent to the State Government along with the audited report of the account.
  • The CEO of the Board is required to send the annual budget for the financial year required to implement the scheme to the State Government at least four months before the commencement of the financial year.

Bina Mulya Samajik Suraksha Yojana Card

  • Under this scheme, the existing Samajik Mukti card, registration number, and passbook are issued to unorganized workers.
  • Samajik Mukti Card will be issued to the new workers to avail the benefits of this scheme.
  • Samajik Mukti Card will also be issued to existing unorganized workers who did not get SMC cards and are registered under various schemes.
  • These SMCs can be used by an unorganized worker at any Regional Labor Office in the District and Sub-Division as well as all Labor Welfare Facilitation Centers in Blocks and Municipalities.

Eligibility Criteria Of Bina Mulya Samajik Suraksha Yojana

The eligibility criteria for Bina Mulya Samajik Suraksha Yojana are as follows:

  • Applicant must be a permanent resident of West Bengal.
  • Applicant’s age should be between 18 to 60 years
  • The family income of the applicant should not exceed Rs.6500 per month
